IF Statement Out Of Control

I've got an IF Statement with a mind of it's own.

Code associated with IF statement ALWAYS RUNS???

ALWAYS passing PostParentID = 0 into SP.
ALWAYS SKIPS Print Statement #2 in Messages Window.
