I have tried with tablesample but it doesn´t return what I expect because I have many villages from one city (for example 15 % of it) and only 2 % of other. How can I achieve my goal?

hello, i have a stored procedure SELECT CommentID, UserName, CommentingDate FROM Comm WHERE PictureID = @PictureID ORDER BY CommentingDate DESC witch shows me the users who commented a Picture with PictureID = x I need to add two rows at that stored procedure, one to show the number of total comments at that picutre (like counting the number of rows returned) and the second to show count the DISTINCT users who commented that picture I tryied with COUNT but i have to use GROUP BY and i don't think this is good... I have 3 tables: Suppliers, Documents and Verification, each document may have multiple verification where I need to get the last verification according to verification date. So I just need a "Select top 1 result from Documents, Verification where doc_iddoc=ver_iddoc and result='True' order by ver_date desc" so far I get the result of the last verification, but here's the problem:
I need to get a row with the count of documents for each supplier, I mean:

that is I would need to loop for each supplier and each document and get the last verification, if one of any of documents have negative verification then add it to negative results. Is it possible to achieve this with a query or do I have to do it through stored procedure?
If I just use a simple select statement, I find that I have 8286 records within a specified date range.
If I use the select statement to pull records that were created from 5pm and later and then add it to another select statement with records created before 5pm, I get a different count: 7521 + 756 = 8277

I'd like a function that returns the number of hours in a specific month (or the number of days which I could then multiply by 24). The function would have to consider leap years for February.
I need to write a SQL to find number of hours between a begin time and end time. The fields are varchar. There are several date functions in sql, but I am not able to figure out how to get the hours between two times that is not in date format.
