Web App Runs Fine When Using Web Developer Express, But, Won't Run From Browser

Herre is my connection string:

When I run the app using WDE (Web Developer Express), Everything works fine. I can access and diplay data from the database with no problems. However, when I try to run it from a browser on  the local machine or a remote machine it fails to create a datareader. I am using the Database factory from Enterprise Library.

if (dr.Read() != false) (* this is the line it fails on every time)

 Here is the "DataReaderFromStoredProcedure"  method

I have tried so many things found on the forums, I don't know what to do anymore!
