10041 - Cortana Deactivated Due To Region Settings

I updated the TP on my Surface Pro 3 this week - I had the mentioned bugs like mail, people and calendar not installing etc, but something odd happened. Cortana said she's not available in my region.
I am in Australia, but up until then, had no problem using Cortana in the W10 TP, with my region set to US. My region settings haven't changed at all, and I've even tried changing them, and then changing them back.
Not long installed the new Windows 10, but I had to change my language pack from English - United States to English - United Kingdom, now I'm trying to activate Cortana, but comes up saying Cortana isn't supported in the region or language you've selected.
I'm trying to access the settings for Cortana, the program works fine and all but I want to access the settings but once I bring up the options and specifically click settings,Cortana freezes and forces me to have to end the task, and it happens every time. What can I do?
I have Windows 10. When I select the Settings option there is not an option to turn on Hey Cortana. The first option is "Cortana can give you suggestions..." and the second is "Device search history". Where to find the option to turn on "Hey Cortana" as it should be under Settings according tot he sites I have read.
So after some recent hardware problems I had to replace my mother board. I bought a different model than the one I had previously. I had previously installed a copy of Windows 7 and had it activated by a man on Craigslist who I assume had a membership or something because the key was legit. I later upgraded to Windows 10.
Now my computer is fixed and Windows 10 is installed but it will not activated because the OS considers this motherboard a "new device."Also, I do NOT have a key for any version of Windows and I would really rather not spend 100 dollars buying another copy.
I've configured Edge to my correct home page. Because I live in Thailand Edge directs me to the Google Thailand page. I corrected that easily by using www.google.com/ncr as my home page.
However, Edge always reverts to the Thai regional search, ignoring my home page setting. I've searched high and low for a way to change this but no luck.
My motherboard died, and I had to get a new one. I bought the same model. The rest of hardware on my PC remained the same. After that upgrade my Windows 10 isn't activated any more.
I don't have Windows 7, 8, 8.1, or 10 licence, but I am early Windows 10 Insider, and I recieved free Insider builds. They had expiration date, so I had to keep ugrading to new builds, and stay in the Insider program to retain my free "licence". I was doing so, and I provided feedback to Microsoft about every build.
I was hoping that "minor" hardware change wouldn't affect my Windows 10 activation, because all Insiders should have free "licence" that is tied to my Microsoft e-mail account?
Now my Windows 10 Insider 10586 build isn't activated. How can I activate it? Shouldn't all Insider versions be free? Should I sign for Windows Insider program all over again?
Since installing the Technical Preview update yesterday, IE crashes or hangs on about half the websites I visit (including this one), but not 100% of the time.
​Haven't been able to tell if there is specific content within pages that crash that could be causing it, but apparently I will have to use Firefox until the next update that should include Spartan.
So, I've been checking for updates pretty frequently for the past couple days, and build 10041 has never shown. I've gotten some sound driver updates, some Windows Defender updates, and a Dictionary update that refuses to install and has refused to install since I ran 8.1, but 10041 doesn't show up. I tried downloading the iso from mega but idk if it was a 32 bit image because it failed to mount.
I'm on a Surface Pro 2 running build 9926 of Windows 10.
SP3 running 10 preview build 10041 and I'm getting terrible clicking, skipping, buzzing, etc on everything from youtube videos, local videos played in VLC, soundcloud streaming music, etc
Had these problems on 9926 and prayed it would be resolved but nope. I've read a bunch of "update your drivers" posts but they NEVER have the correct version. Also experiencing the 1/27 hardware update install loop.
No matter what, I seem unable to change the default app with which a certain file type is opened. The moment I change the app, the "Always use this app" is disabled so I can't check it.
I am having a problem trying to get Windows 10 Build 10041 installed on one of my computers. I am getting an error message(see screenshot) trying to create the account on install. I do not have this problem on build 9926.
Whenever I try to run any game on my PC after 1 minute, everything freezes and I have to reboot. I've tried rolling back my graphics drivers but that didn't work either.
Power & Sleep settings won't save my screen brightness settings. On my plugged in HP laptop default the screen brightness is set to maximum despite making changes in the Power & Sleep menu screen. I've even tried creating my own Power Plan but the next time it restarts it changes to the HP recommended power plan which sets the screen brightness to maximum.
I already have a Microsoft account that I've been using for some months with OneDrive. When I start Cortana it requires me to log into that account. I do so, but then it pops up a screen telling me to "Enter your old password one last time", and then "From here on out, you'll unlock this device using the password or PIN you just set up.
Before we can say goodbye to your local password, you need to provide it one last time." It then gives me another password box and says "(leave blank if none)".
But it won't let me leave it blank, and when I re-enter my Microsoft account password, it tells me its incorrect...even though it works fine with OneDrive. What PIN it refers to, nor what it is trying to accomplish...but it has stopped me trying out Cortana.
Don't use her very often yet. Mostly ok desktop since I have a gaming headset. Don't want to use it on laptop though. Haven't been able to get it to work with webcam mic. Is it even possible ?
I have successfully set up Cortana on two user accounts, however when I now try to set Cortana up on a user account I get stuck in a loop. I get the screen up that says "One last thing sign in with Microsoft account. Enter old password one last time". I do this then I am shown "That way, I can keep track of what you want me to know".Then I get " Welcome back lets pick up where we left off".
Then it just goes round in a never ending loop. I have created new user accounts to see if the problem was with existing accounts, but still no joy.Looking for answers to the problem on the internet, I have seen it suggested that something can be done by editing the registry, but I do not feel confident to mess about with the registry.I had thought resetting the computer, but am worried that I may not get Cortana to work on any accounts (it is working on two accounts at the moment)
This actually started back in build 9926. The left third of my screen shattered, so I moved the taskbar over to the right edge, and as soon as I did Cortana just stopped working. Her symbol changed to the generic search magnifying glass, she won't open when prompted, and neither will her settings in the settings app.
I am in the UK. I have changed the region, language, keyboard and system locale all to US English and it still flippin doesn't work. Says Cortana is not available for your market. What am I doing wrong? Am on latest build on Dell Venue 8 Pro tablet.
I used the method of changing my region to the US but Cortana is still not working.Also an old windows file called "Windows.old" which I want to delete but is says that it need permission from me to delete it , I use a script to take control of the file but it won't let me delete it.
