Chinese Characters - Can't Find Any Other Character

when I closedown I get a message saying app preventing closedown except that the app is in Chinese style characters and I can't find any other character of this kind on my machine
If I copy paste the line seen on screenshot, then this is what i get:

I'm 100% sure it's not malware or any other type of malicious software, so please don't start saying that my pc has a virus. What I'd like to know, is where it's coming from and why is windows 10 doing this?
In past, in win 7, i've seen similar chinese characters somewhere in documents and settings folders within some files, i was cleaning my files, going through all the folders in docs and settings and i saw some files having similar names.
It's a fresh install of windows 10, I haven't downloaded anything, but simple things, such as google chrome, ccleaner, winamp, skype ..etc, everything from trusted sources only, so clearly it's not a virus or malware, whatever it is, it's within windows 10. I'm just trying to figure out why my PC is going chinese on me.
I want to add a proprietary symbol (like registered trade mark symbol) along with some other symbols but I do not know how to add them to the Window's 10 'Character Map'....
I hate Windows feature that enforces installing localized software - e.g. I live in Poland so if I set my location as "Poland" many apps will be installed with Polish interface, which I don't want to.
Therefore I've installed my OS in en-US version and left US as my location. Now it's all nice in terms of apps interface, as it's always English. Most programs cause no problems with one exception - Notepad...
Whenever I open a txt file with Polish national characters, I see "bushes" instead of them. I tried to open them as UFT-8 encoded, but it hasn't worked. I've changed Notepad default font into CE encoding - no effect.
I tend to believe the default Notepad encoding is set to westerns somewhere, but I can't figure where to look for the appropriate setting - how to change it, so txt files displayed correctly?
I'm unable to type all special characters that require the Alt key to be pressed. €, ², ³, μ, and most importantly, @, are no longer possible with a German keyboard layout. I tried German German and Austrian German, and both failed to produce those signs. Normally, the @ sign is produced by pressing Alt+q, but since upgrading to Windows 10, nothing happens when I press Alt+q (or any other combination of Alt+letter).
Only German keyboard layouts seem to be affected, as I'm able to use Alt+letter combinations in other languages; just not in German.
I bought new DELL (Inspiron 5559, 9LZM162) laptop but the window is in Chinese. I want convert Chinese to English language. I read How to Add or Remove Language Packs and change Display Language in Windows 10 and I did this all. Then i signed out and signed in but still language is in Chinese... I donʻt know how to change the Language.
Recently I upgraded my work computer to windows 10 pro. Just found if I want to connect to a remote computer on a port other than 3389, it doesn't let le me put : just like I can do in previous version "server name/IP address: port number" comes up with error saying "remote computer name is invalid" if I go ahead and click connect shows "The computer name is blank or it contains invalid characters. Try typing it again. Invalid characters include spaces, tabs, ;:<>*+=|?," "
Not sure if it's browser related, but whichever I have on chrome or IE I occasionally get a small window appear with some repeating video with Chinese writing the X does not close the window.
I have ran ADWcleaner Adaware spy bot & rogue killer....
Various problems were reported and I chose clean in all cases.
But still it comes back from time to time, this happened after downloading some free file recovery programs...when still,in Windows 8 have upgraded to Windows 10 and the problem persists
UPDATE just happened again and I do not have browser open
When signing out of windows 10 this week I noticed a message that appeared for a few seconds, telling me that an app was preventing signing out. The title of the app in question was expressed in what appear to be Chinese symbols. See attached photos of the message.I have never before seen an app or program like this(ie one with chinese symbols) and am concerned that it is something malicious such as spyware. I searched for this app on both task manager and on the program list (accessed via control panel), but couldn't find it, which makes me more suspicious - this could mean it is deliberately hidden, or simply that I am looking in the wrong place!For what it is worth, my McAfee subscription is up to date. Have just run a full scan - no issues detected.
I have been using BitLocker for a long time now and in conjunction with Windows 10 for 3 months and today something weird happened. When I tried to insert my password at boot, when I pressed the Shift key in combination with any other key, it inserted tens of characters at once. Valid with any character I press while Shift is also pressed. I tried a different keyboard, same result. I removed Bitlocker and reinstalled it, same result. Reboots, etc. I tried it all.
Now the only way to input the password is to press Insert so I can see the characters, press CapsLock for the capital letters and delete all the additional 30+ characters that appear when shift is pressed.
When I launch file explorer and get the home view, it is showing a bunch of filenames in Chinese characters (see attached screenshot) which it says are in the desktop folder. However there are no such files when I look at the desktop folder. I just ran MalwareBytes and it didn't find anything.
I have been using Windows 10 for months now. It used to work fine, but recently when I hover over eg. the Minimize icon in a window, the popup displays what looks like Chinese characters. It isn't all the time, but gets worse the longer I use the PC after a reboot. Sometimes after just an hour or two of use, the PC is unusable because I can't read for example the pop-up under power: Shut Down/Reboot/whatever. It's all in some eastern language font when it started out as English. I just installed the newest Catalyst suite today (Install Manager 8.0.916.0, Display Driver 15.200.1062.1004, Control Center 2015.0804.21.41908). Not sure if this is a display driver problem or if I'm running out of resources? or what?
I installed Win 10. I have several hundred MP3's in my Win 7 "Music" folder, but in Win 10 I now see only a dozen or so. I rolled back 10 to 7; presto! there they are. Re-installed 10 and have the same issue: I cannot locate a folder full of my music. I can find any title I search for; just not all of them in one location.
Also, is there a good replacement app for Media Player?
I am using Media Monkey on my PC. I am able to see the location of some of my music however when I navigate to the folder C:UsersStuMusic there is nothing there.
Didn't notice until recently that the shortcut to Adobe Acrobat reader is not there and I can't find it in my programs. I was worried about some documents that i had recorded in ecosign but when i typed ecosign into the Search Bar it led me to the site and everything is there except my electronic signature This leads me to think that Adobe is in there somewhere. In going to their site I see that Adobe 11 seems to be the latest. Should I just download it? Before Windows 10 Adobe always sent me update notices.
I was erasing a movie (The Mists of Avalon). The folder with the files inside could not be deleted, so I opened the folder and deleted each item one by one. But one file could not be deleted. It was called "installer.exe" (without the quotation marks) and weighed 0 Kb.Eraser could not get rid of it and rmdir q/ s/ The Mists of Avalon did not erase it either. how to get rid of that file and folder?
I'm on windows 10 so what happened is .i wanted to uninstall razer cortex but what happened is windows gave me an error saying : windows cannot find C:Program Files (x86)RazerRazer Cortex/unins000.exe make sure you typed the name correctly, then try again is there any way to fix this problem because i want to reinstall the program as there is other programs the doesn't work becuz of the same error like : log me in hamachi .
My Vaio laptop came with a built-in recovery partition (it's 'bout 32GB and hidden). Sometimes I use it to reset my PC back to factory conditions due to unexpected errors. But yesterday I was shocked 'cuz Windows Disk Management showed that my recovery partition was empty! When I checked with different third-party apps they showed the partition had 'bout 27GB in use. In fact I couldn't boot into Vaio recovery mode anymore.
I have hundreds of videos but when I try to search for them by using IN this PC the Kind:=video command the search come up empty. It simply cannot find anything I ask it to search for. I do not want to use third party search applications. I just want it to work.
Just a while ago i was using my bluetooth just fine on my laptop with headsets. I lost connection (headset battery ran out) so i turned bluetooth off then quit the settings app. Going back, bam! no bluetooth settings. Trying to search "bluetooth" takes me to airplane mode and there are no bluetooth settings there. I don't know how to turn it back on again. Are there any third-party bluetooth software because this is the second time I'm having this problem (first was on windows 8.1) and often I had to restart the computer.
