Control Panel No Longer Working

After latest update I find that Control Panel is no longer working --it starts (displays) and then locks up and then disappears after a few seconds. Is my system broken or is control panel now disabled )get to it via Right mouse from Windows start button).

this small problem started when my control panel wouldn't open, when I try it's like my entire desktop gets refreshed (black flicker) and half the app icons in the notification are disappear with no sign of the control panel opening.
I have looked around and found a couple "solutions" but none work tried this in cmd (admin) "sfc /scannow" which ends with no issues found.then tried this which also found nothing.

So I finally just tried a reset of my computer removing all personal files, apps and settings but that didn't work still have the same problem but now I have more problems!....my audio has stopped working, the icon has the speaker with the little red circle and white cross and when I hover over it it says "The Audio Service is not running." when I click on it it opens up a troubleshoot window which doesn't work it goes through the process and end with a "Not Fixed" and when I click the "Explore additional options" it does that stupid screen refresh thing like when trying to open the control panel, and after I reinstalled my VPN my internet wont work.

Recently I posted a thread about control panel not working. Finally got it started by opening in file explorer. Once it started there it would open from any of the usual places. My problem now is that File Explorer is doing the same thing control panel was doing. Can't seem to start it from anywhere. I just get the "wait" circle for a second and then nothing.

So after my computer randomly restarting itself my desktop items have gone crazy. The text is miniscule, the alignment is insane and the (for lack of a better word) hitboxes are whacked out like so:
And then I go to access my Control Panel, no luck. Doesn't open.
I then go into Display Settings/Advanced Display Settings try clicking "Advanced sizing of text and other items", again nothing. Doesn't even change screens.
I then go to Windows Update and an update is "Downloading" but stuck at 0% permanently.
*EDIT* I am using bootcamp on a MacBook Pro

Now that I've got Win10,, I was looking around and clicking on stuff to see what was under the hood, I found that you can get to the Old Control Panel like in Win 7, problem is I don't remember how I got there. I don't particularly care for the new Settings menu in 10 but I guess if there is't enough complaints about it, I guess were stuck with it. I do like 10, there are some issues but just like with new stuff, you get bugs.

I just got a new system , I always had in power options in control panel to "DIM THE DISPLAY" and now in win 10 there is no option to dim the display .. I thought it had to do with the Nvida driver .. or something like that

Installed Win10 and have the following problems.
1) I have no sound; Sound icon on task bars says "No audio Output Device Installed." When I run troubleshooter, it says Troubleshooting couldn't detect the problem.
2) Control Panel: When I click on control panel it opens, however, it shuts down in 15 seconds.
I'm not a techno person. Dummy me didn't back up before I installed and now I can kick myself.

I am unable to find my Control Panel today. I see the words control panel when I right click on the menu after clicking on the start button. But nothing happens. It does not open. I have been researching it all day but to no avail. I am using an Acer laptop and I updated to Windows 10 last July. I have had this control panel until today. How to restore it?

When I had Windows 7, I put a shortcut to Control Panel in the startup folder (I used to need it to start at startup). Now I am on Windows 10 and it still starts at startup. I deleted from the folder (looked up where it was) and checked in task manager if it was set to run at startup but it wasn't there.

I find the control panel is a bit awkward to find and usually just luck that I find it on advanced setting for something to other. Is there any way to have the full control panel (not that settings nonsense) on the start menu, pin or otherwise?
I can pin it to the task bar if it's open, but I like a clean task bar, not cluttered with stuff that should be in the start menu.

I was about to change my Wi fi settings, to detect my working Internet, when suddenly I clicked Wi Fi button the whole control panel freezed. I used task manager to terminate it. Later, some links couldn't work, for example, I needed to press "change adapter settings" for priority, but it did not immediately open.

After Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3118754) I was unable to use Control panel since after few seconds of opening control panel closes automatically and returns you to desktop view causing you not being able to use any of control panel features.
I have a Dell Inspiron 15 N5050 upgraded to windows 10 from windows 7 home 64 bits.
The Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3120677) that came few days later did not solve this problem.
After some days of investigation I have found that for some reason Windows 10 1511 update had eliminated my IDT High definition Audio Codec that was working well so far and it has been replaced by a High Definition Audio with Microsoft drivers. This was causing Control panel to close automatically. You can check this using Device manager, Sound video and game controllers to find that a High Definition Audio is present (using a Microsoft driver) but there is not the IDT High Definition Audio Codec that used to be there for my laptop model.
To solve the problem I was able to retrieve from Dell downloads the IDT High Definition Audio Codec driver suited for my laptop: IDT 92HD87B1 Audio Driver For Inspiron N5050 R308434, an auto executable file that reinstalls IDT High Definition Audio Codec. (If you have the same problem be sure to use only the driver suited for your laptop model)
After this driver re installation and reboot the Control Panel works fine as well as audio features, including the IDT high definition control panel that used to be present within the main Control Panel (Hardware and Sound) for my laptop model.

I have a fresh install of Windows 10 Pro on my desktop with all updates installed. I like to use Cortana to quickly get to settings and apps, but I noticed for some reason I can't find every system setting via Cortana. For example, searching for "updates" on my wife's laptop brings up "Check for updates" and takes her to Windows Update, but when I search for "updates" on my desktop it only finds web results. Even doing a search for "updates" from within the system settings window doesn't find the setting.
After some searching I believe I've found the problem. The indexing for settings search appears to be in this folder:
C:Users{user}AppDataLocalPackageswindows.immersivecontrolpanel_cw5n1h2txyewyLocalStateIndexe dSettingsen-US. When I search for "updates" in this folder on my desktop there are no results, but on my wife's laptop there is a result for "Check for updates." It appears my index is missing several features for some reason. How can I fix this? Does rebuilding the index from the advanced Indexing Options also rebuild the system settings index or is there a separate process for this?

I have setup a HP Stream 13 notebook, and upgraded from Win8 to Win10. Everything worked fine until today when the "RUN" and "CONTROL PANEL" start screen Tiles no longer function; tried 'Run as Administrator' from the pop-up menu with no success. Obviously, something has gone amuck. The Control Panel is a necessity, and I frequently use Run. This notebook is being setup for a 80+year old relative, and trying to prepare it for ease of use. I am 'stalled' at this point.

I cannot open Control Panel or the System programs. This is the pop up message I keep getting; "This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel," I normally would select these programs by right-clicking on the Start windows logo bottom left hand corner and carry on. restoring windows to normal again
