Desktop Background Goes Black At Random Since Last Update

I did a Windows Update 3-4 days ago ever since my desktop background goes black at random. It also goes black if I click a desktop icon or if I use the highlight tool on my mouse. When I was doing the update it got stuck on restarting and I had to force shutdown my computer. I was thinking about using system restore.
I just installed Win10 and had everything set up like I wanted. I rebooted and now I have a black desktop. I can see my icons and the taskbar changes colors to the theme I picked. The lock/log screen shows the pic I chose. I have tried everything and I can't get my theme to show on my desktop.
Below is the current issue I am experiencing with Windows 10. My computer has been running normally for days after having installed the software, only while booting today have I been experiencing this issue. I have tried doing restarts and fully turning the computer off, nothing seems to work. Also the hidden files do not normally show up on my desktop.
My windows 10 Alienware laptop randomly blue screened and its not to shocking seeing, as all our windows 10 computers seem to bluescreen like its going out of style. but I googled the error tag and proceeded to fix it. The error was a Nvidia driver outdated and I then updated.
But I realized my background changed and to my horror was the same background as my primary PC (desktop gaming rig) There are a few ways the laptop and the desktop are connected Steam Geforce etc/Im a little concerned because I'm almost positive I have never once downloaded the same wallpaper on this laptop. and why it would steal my desktops wallpaper and replace it after BSOD I dont understand.

few issues with my windows 10 installation, had a few problems with the previous installation so formatted and re-installed windows 10 only to be faced with the same issue, so posting here. below is the BSOD collection and all relevant information.
Issue: black screen randomly happens, can be doing anything from playing a windows store game to just browsing the web, checked the event viewer and each time it happens a bugcheck shows with error 0x116 which is a graphics driver crash and failure to recover, I know that much, so, any hopes of fixing it? Never happened on windows 7, problem is specific to windows 10, tried editing the registry:
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/GraphicsDrivers TdrDelay and adding a value to 8 as provided here: URL...
Today I had a notification of a Win 10 updates. The updates installed and my PC booted and now I have a Black Background screen which I am not able to now change.
It was after installing these updates and I do not know which one is the culprit.

Win 10 Pro Insider Preview build 10532.Right click at Start gets me a box with black background.how to change it to white background like the one on my Win 10 Home RTM ?
First off I'm not sure if this is a windows 10 problem. I recently installed windows 10 and reinstalled chrome and ever since I've been getting these weird black bars in chrome every so often when I switch tabs.

As the title says, I can't set the bg image in windows 10, at first it worked perfectly but after a couple of days i cannot set a bg image, if i set any photo as the bg its just a black bg.

while playing video (using any software media player, movies & tv, internet explorer youtube, google chrome youtube, vlan), all other inactive windows (any other windows) turn blank and white. I have updated video drivers, did not make a difference. I have then uninstalled all video card driver and used only default windows drivers, played video with same result. Therefore, I am sure it is windows. Tonight while trying to watch the bowl games, I typically watch video and browse/study using IE/Chrome. This is pretty typical for me, but the browser windows turning black and white is getting really annoying.
On my desktop themes, I use pictures in a folder. In Windows 7 and 8, I was able to randomize these pictures, but I have not found such a feature in Windows 10. Did they take that feature out, or am I just missing it?
I was recently having some problems with widows 10 so I had the bright idea to Rest my PC using the options in the settings. I then chose to "Keep my files" as I have documents that I would like not to be deleted. So I let this run and nothing out of the ordinary occurred and everything seemed to be going well. Eventually the OS boots up and I get just the the windows 10 background (the one with 4 blue windows tiles). I see this and nothing else. No windows button, no desktop apps, and my keyboard does nothing, ie no ctrl+alt+del does anything. All I have displayed is my internet connection and the ease of access button. I do have a cursor though, but it is useless as right clicking or left clicking does nothing.
I have several computers and want different desktop background pictures for each. Never been a problem until I upgraded one computer to Windows 10. Now, Windows keeps changing the wallpaper so all my computers have the same desktop background picture.
I just installed the BioniX Wallpaper Animator to make my desktop background a gif. It made the gif all wierd and made my computer lag so I uninstalled the software and tried to change the background but it won't let me change the background. Whenever I open settings and go to change the background it is all glitchy and kind of slow and it never changes it, I tried changing the background in control center but the same thing happened. I'm not sure what is happening but I have a feeling the software took over the background settings. I am extremely frustrated and don't know what to do. I have temporarily set the ease of access settings to remove the desktop which is the only thing that works right now but it just changes it to black.
My Desktop computer has been having issues with games constantly stuttering and occasionally crashing for what seems like no reason. There are error logs reported on Event Viewer for the crashes but no information that I can see related to the stuttering.
I can only describe this stuttering as a sudden drop of FPS to 0 with sound glitches and then back up in a second or 2 working fine. Other instances of this happening can also be a drop of FPS to around 20 with sound glitching out much more and for a longer period of time. The sound glitching I refer to sounds like a something being constantly repeated over itself so for example instead of "Hi" it would sound like "Hihihihihihihihihihihi". It may also be worth mentioning that I have a external sound card installed on my system, a SoundBlaster Zx.
The crashes I refer to happen instantaneously and I have not been able to explain them whatsoever. In the event viewer I have noticed with games Fallout 4 and CS:GO they appear with the application error event 1000. fallout 4 refers themselves as the faulting module and CS:GO refers to a Nvidia process called "Nvd3dum.dll" (See Screens Below)
Since these issues has shown up I have replaced my PSU and my RAM to see if that would change anything. The specific PSU and RAM I got is a Corsair RM850 and a 16GB set (2X8GB) of Crucial Ballistix Sport. These changes have done nothing to alleviate the issues I have been experiencing. I have also attempted to unplug all HDDs and SSDs as well as reseat all components of my Desktop. I have reinstalled windows 10 multiple times using a USB flash drive. I have attempted Reinstalling GPU Drivers (Nvidia) and tweaking Graphics settings using the NVIDIA control panel. None of my attempts to fix have worked thus far.
Most of the fixes I have tried are related to the error 0xc0000005, which appears in the event previously mentioned above, but I am not the most savvy when it comes to more in depth analysis and repairs.
Today when i booted up i noticed ive no desktop background, i can cycle through backgrounds and i can see borders changing color but my desktop stays black, ran sfc /scannow which it found/fixed errors but nothing to do with my issue, rebooted, ran ccleaner, still broken....
I am using Win X Pro. I just noticed that I could not change the desktop background. It says "Some settings are managed by your organisation". I am the only one using this PC and there is no other account. I can change the colours, lock screen and themes.
I've gone into the personalizaion menu and clicked the background tab, selected slideshow, selected my folder, chose how often i want the pictures to change and chose my fit and no picture pops up in the background. I've restarted my laptop and still nothing seems to work.
Error shown is Video_TDR_Failure (NVLDDMKM.SYS). I got that BSOD only one time, every other time the VGA just started stuttering gradually, eventually coming into a halt and then a forced reboot.
I'm pretty sure this was caused by one of the update that Microsoft forces me to install because these kind of problems have never happened before, which you can see here [URL] ...
IMO I think it's because of KB3141032. I could be wrong though

A clean install of the newest driver doesn't work either.
Right now I've just uninstalled the newest Nvidia driver that I installed in a panic and reversed back to 355.98 (cleaned with DDU) but the damned problem still persists.
I was in desktop watching video and uploading video to internet. and my computer just BSODS me with the error IRQL Not Less or Equal.
