Aug 23, 2015Power & Sleep settings won't save my screen brightness settings. On my plugged in HP laptop default the screen brightness is set to maximum despite making changes in the Power & Sleep menu screen. I've even tried creating my own Power Plan but the next time it restarts it changes to the HP recommended power plan which sets the screen brightness to maximum.

Jul 30, 2015So I did the Windows 10 upgrade (WOOHOO!) Everything went smoothly during the install. As I was checking out the start menu I clicked on the little Settings cog in the lower left. All that happens when I do this is a super quick flash of what I assume is the settings window. Its there and then its gone. I also tried right clicking on my name and picture and the top and hitting change account settings. Same thing happens.
Maybe related: Many of my programs wont set as default, such as chrome and a few games want me to allow permissions EVERY time I open them.

Aug 1, 2015so ever since i installed windows 10 on my PC (it was a force install using the media creation tool), i can't open the settings. it crashes as soon as it opens up. it seems that no one has been having this problem, i've googled it. i've tried to open it from many different locations, nothing seems to be working.

Jul 31, 2015so..i had w7, and today i found that w10 free update was available
downloaded it, installed it using express settings...it didn't do a clean install cause all my files are still there
w10 works fine, is fast, but for some reason i cant open the settings app
i try opening trough the start menu, and it opens and immediately closes i try opening the app trough the new action center all settings ..and the same..it opens and immediately closes also, when i right click on the wallpaper and click on the personalize item it also opens the settings app, immediately closes and a window pops up saying: THIS FILE DOES NOT HAVE A PROGRAM ASSOCIATED WITH IT.
since i had w7, now in w10 i have to register my MS account, but i cant because i cant get the settings app to open

Jul 31, 2015I downloaded Windows 10 manually using the official tool from Microsoft's website (MediaCreationTool). It installed ok but then once it finally booted thats when problems started.Windows 10 doesn't recognize my gpu (Asus GTX 960 Strix 2GB) and I cannot edit or open the control panel/settings application! This means I cannot edit any settings.Windows 10 looks like a brilliant OS but seems to be failing compared to Windows 7 (my old OS).

I'm trying to change the settings and I can't changed date/time nor can I access the settings( Start>Settings). When I try and change the settings or date/time I get "This app can't open. Your trial period for this app has expired. Visit the Windows Store. Visit the Windows Store to purchase the full app." When I try to open Windows Store, same thing happens. Date/time is now an app?

Sep 9, 2015I upgraded to Windows 10 earlier this week and I've had nothing but problems with it, namely that all of the new apps (Mail, Calendar, Microsoft Edge, etc) and a few of my 3rd party programs (namely iTunes) won't open. When I click on them from the taskbar, the Start menu, or Cortana, either nothing at all happens or I get a box that says "Explorer.exe: Element not found" or "RuntimeBroker.exe: Element not found."
After a long time on the phone with Microsoft support, we realized that my computer (Lenovo Ideapad Y580) wasn't yet compatible with Windows 10 because Lenovo hadn't developed the drivers for it yet. They said I should revert to Windows 7 until they create them. Here's the problem though: One of the apps that won't open for me is Settings, which means I can't get to the Recovery page to downgrade back to Windows 7.
Is there some way to downgrade without using Settings?

Jul 30, 2015Everything went well on the Win10 installation, but the only problem is that when I go to access the settings tab in the start menu, it just flashes briefly like it tries to open the settings window, and then disappears, so I can't access anything in the settings. No update checking, just nothing. Everything else seems to work... I can also access the system info window and it shows Windows 10 to be activated.
Edit: I can get to the control panel, and I can see Windows Update, but I get this error message when I try to click on it:

Nov 29, 2015For the longest time, the mail app has been working well. But this morning, I noticed that it hadn't synced with my IMAP server since yesterday so I tried to edit the settings. When I click on edit settings, the settings window opens but I cannot open the settings of any of the mail accounts. This means I cannot even delete the account to recreate it. When I tried to add the account again, I got an error message 0x8007054.
I can log into my imap account from my other win10 computer and other devices so that is not the problem.

Jan 27, 2016I have Windows 10. I recently had a problem with my Nvidia drivers, but could install them after all. But now I can see at startup that my graphics card is working, but after startup it stops working and windows switches to the graphics card integrated into the motherboard. After startup when I login, I can't see my profile picture, after logging in, my background where used to be a nice wallpaper is black. When I click on the start button nothing happens. When I try to search for something, it says 'These results may be incomplete'. If I try to open the windows settings app nothing happens. I also can't open Google Chrome.
I've found out that when I start up the pc, first the fan on my graphics card doesn't work, then does for 15 seconds and then stops working again.

Dec 29, 2015When I click on the start button, nothing happens.It highlights when I hover over it, but doesn't react to being clicked.The same is true for the notification area.I can right click on the start button and it provides the normal options.Again the same is true of the notification button.
I have the settings app pinned to the taskbar, but the icon is not visible.I know that it is still recognised as being there, as it highlights when I hover over it, and it holds its place like any visible icon would.Right clicking it does nothing.At first, the start menu was the only thing not responding. The notification panel was working, as I remember changing to 'tablet mode' to try to resolve it.I restarted the computer, but that was when I discovered that notification panel was no longer working. I don't know the state of the settings icon before I restarted.I have also restarted into safe mode, but the problem still occurs.I have not downloaded any new software since it started occurring.I have checked the task manager and there appears to be no change in performance.

After I change the "Open with" settings, I can't find a "Save".
I click the "Open with" to "A specific page or pages", change the Drop-down to "Custom", X out "about:start", in the "Enter a web address" space, I enter "www.google.com.
From there I'm lost. I don't see any "apply", "Save" or anything to keep the changed settings.
I quit Edge and open it up again and it opens back with the default MSN, etc.
Slow Web Browsers And Unable To Open Update And Security Settings
Mar 2, 2016So I have an HP Envy laptop. Recently web browsing has intermittently become painfully slow on both Edge and Chrome (e.g. loading this website hung for a few minutes) and I have many timeouts on websites. This appears to be the case even when I use different Wifi networks. I do not have this problem with my desktop which shares the network.
I was wondering in Windows was in the middle of some update, but when I click on Settings -> Update & Security Settings, the control panel window simply loads a white field on the right and the words: Windows Update, Windows Defender, Backup, Recovery, Activation, Find My Device, and For Developers. I can click on nothing. The control panel often freezes (e.g. if I click on a web browser I cannot click back on its icon, but can see it if I minimize all other applications) and eventually auto-closes. When I search for Advanced Windows Update settings, I get a light blue screen with the control panel icon in the center which promptly auto-closes. I can access all other control panel options, just not anything below Update & Security.
I downloaded Microsoft Security Scanner and ran than across the entire system; no threats were found. I currently am running Windows Defender which last updated itself this early this morning.
I am using Windows 10 version 1511 OS build 10586.104.
I used to be a knowledgeable Windows user, but stop keeping current a couple of versions back. Does this sound like anything familiar or previously seen?

Oct 27, 2015I have upgraded three different machines to Windows 10 in the past month, and all three (two desktops and a laptop) have the same problem. I can't open the dialogue window for screen saver settings. When I click the settings link in "personalization", nothing happens. (It's not grayed out, it just doesn't do anything.) I can try to run it from a Cortana search, and nothing happens. I can try to run a CMD line commend, and nothing happens.
This isn't a problem with USB peripherals; I have nothing plugged into the desktops other than a keyboard and mouse. Nothing at all plugged into the laptop. I don't have gaming apps or flight simulators or anything else running. These are very clean systems that were running flawlessly until the Windows 10 upgrade. And the SS problem started immediately after the upgrades.

Dec 10, 2015W10 (64 bit Home) has been working OK on this laptop but recently I have been able to open the settings screen for only a micro-second. Having found people having the same problem I have tried running SFC several times, as suggested, but it says it found an issue it could not resolve.
Again following instructions on the forum I tried running DISM with an iso loaded and this hung at 40% for hours (overnight).
I do not understand what to look for in the log file, but there are several lines that mention an error. I attach the log file (zipped)....
