Start Menu Not Opening Cannot Get To Control Panel Or Even Shut Down?

Since the latest 'Update' a little while ago, I cannot open the Start Menu or get to the Control Panel or even Shut the PC down and I've also lost all the Sound.
Just before it all went wrong (Again!) I saw a flag about an 'Immersive Control Panel' which sounds like it could be the Problem?
I find the control panel is a bit awkward to find and usually just luck that I find it on advanced setting for something to other. Is there any way to have the full control panel (not that settings nonsense) on the start menu, pin or otherwise?
I can pin it to the task bar if it's open, but I like a clean task bar, not cluttered with stuff that should be in the start menu.
I am running Windows 10 on my Acer Aspire Laptop. Today I could not find my control panel at all. When I right click on the start menu where it says control panel, I seem to get a flash and the control panel does not open. I really want it back.
Is it possible to add this kind of Control Panel shortcut (like in screenshot below), with subfolder/subitem list, to windows 10, without installing Classic Shell or similar programs?
I just upgraded to windows 10 from 8.1. In windows 8.1 I could open nvidia control panel but now I can not. I need to re-size my second monitor. I have the windows 10 nvidia drivers.
I'm having issues accessing both the Wifi Panel and the Windows Start Menu from task bar at the bottom of the home screen. When I left-click on with it does nothing. I can right-click on the icons but still unable to open either. Wifi shows a connection (Wifi icon) but still unable to connect to internet. Other items in the task bar are accessible with no problems. Unable to download/update anything because of the inability to access the internet.
I made clean Windows 10 (build 10240) install five times, and five times after some time my Start menu had vanished. Simply it doesn't open neither by Win key nor by mouse click on Window icon. Now I won't go into 6th clean install as it is clear that after a while Start menu would disappear again. So this is not way to go.
In the meantime between working and non-working Start I didn't make any radical system changes nor user hacks to system so the problem is all the more surprising for me. Any way that would bring my menu back (since without it the OS control is significantly diminished) or maybe someone other had met the same problem (on final build) too.
I've looked through and ran various troubleshooters I was able to find regarding the Start Menu which refuses to open since I upgraded from Windows 8.1 to Windows 10. Needless to say, none of them worked, so here I am.
The problem, however, runs deeper than just the Start Menu. Basically, everything on the taskbar that's not a pinned program, doesn't work. I can right-click the task bar just fine and the menu opens and I have the options to open the Control Panel, Task Manager, Power Shell etc. However, right-clicking any of the pinned programs does nothing. On my other systems, if I do that I get some options (e.g. if I right-click Visual Studio, I get a menu which enables me to open one of the recent solutions). I know there is an option that I need to set up to enable this feature, and I have it enabled, but the context menu that should display this simply doesn't open. Consequently, I can't pin any new programs to the taskbar, or un-pin old ones.
Furthermore, one of the tutorials suggested I try enabling and then disabling a full screen start menu through settings. However, I noticed that no matter what I do, the system won't remember that I toggled the full screen start menu button. I set it to ON, exit settings, re-enter settings, and it shows as being OFF again.
Next, clicking the date and time on the taskbar should open up a monthly calendar. Well, not for me. The calendar is completely unresponsive. Right-clicking the notification in the tray shows the option to open the action center, but the action center doesn't open.
If I try play a game, and press anything, the game minimizes and the start menu opens instead. It stops me from playing any game because its like when something takes up the full screen, it binds everything to the windows key or something.
Where the start menu doesn't open when its clicked on. I have seen other posts with this issue where its an issue with personalization settings under ms-settings. I am unable to open Ms-settings because I receive the error "Invalid value for registry". I tried opening it from the notifications button but that doesn't launch at all. I am trying to avoid reinstalling the system.
I have tried dism /online /cleanup-image: /restorehealth sfc /scannow Ran multiple different virus scanners.
This computer is running Build 10240 AMD Phenom II 1045T Processor 8Gb of Ram
Suddenly Start Menu and Store icon shortcut on taskbar are not opening anymore. Below is a screenshot of the message I get when I attempt to open Store shortcut You can also note the Store icon is missing from taskbar.
As the title says, the start menu wasn't opening so I ran SFC /scannow that found corrupt files but was unable to fix some of them. I then ran RestoreHealth but I got a message saying, "Source file cannot be found". I restart, Start Menu works again but still have corrupt files after an SFC scan. I recently did a clean install of Windows 10 after some non-related issues. CBS log is attached. I'm having trouble determining the problem from the log file.
It all started with the start menu not opening up. I tried a couple things, but I had to create another user for myself. The problem now its giving my the oops something went wrong error when prompted for my local password when trying to switch from a local to the Microsoft account.
Now that I've got Win10,, I was looking around and clicking on stuff to see what was under the hood, I found that you can get to the Old Control Panel like in Win 7, problem is I don't remember how I got there. I don't particularly care for the new Settings menu in 10 but I guess if there is't enough complaints about it, I guess were stuck with it. I do like 10, there are some issues but just like with new stuff, you get bugs.
I am using Windows 10 for around 2 days now. But today my computer freezed while playing a game, so i restarted my computer and when i logged in, the start menu,notification menu and metro apps would not open anymore.
I just got a new system , I always had in power options in control panel to "DIM THE DISPLAY" and now in win 10 there is no option to dim the display .. I thought it had to do with the Nvida driver .. or something like that
I would like to disable the control panel on my kids computer.I have regular Windows 10 Home build 10240 on this computer.On Windows 8 I had a registry hack that worked globally so I had log in as admin do the hack then log out
1) I have no sound; Sound icon on task bars says "No audio Output Device Installed." When I run troubleshooter, it says Troubleshooting couldn't detect the problem.
2) Control Panel: When I click on control panel it opens, however, it shuts down in 15 seconds.
I'm not a techno person. Dummy me didn't back up before I installed and now I can kick myself.
this small problem started when my control panel wouldn't open, when I try it's like my entire desktop gets refreshed (black flicker) and half the app icons in the notification are disappear with no sign of the control panel opening.
I have looked around and found a couple "solutions" but none work tried this in cmd (admin) "sfc /scannow" which ends with no issues found.then tried this which also found nothing.

So I finally just tried a reset of my computer removing all personal files, apps and settings but that didn't work still have the same problem but now I have more problems!....my audio has stopped working, the icon has the speaker with the little red circle and white cross and when I hover over it it says "The Audio Service is not running." when I click on it it opens up a troubleshoot window which doesn't work it goes through the process and end with a "Not Fixed" and when I click the "Explore additional options" it does that stupid screen refresh thing like when trying to open the control panel, and after I reinstalled my VPN my internet wont work.
