Starting New Program Opens Its Window In Background

When I start any program its window appears in background - behind others. Even it is the first program I start its windows is not active and I need to click it to make active.
That issue appeared when I was with Windows 8.1 and after upgrade to Windows 10 remains. What I have tried - changing the register value of ForegroundLockTimeout to 0 but it didn't work.
When I am typing text into just about any program, frequently and annoyingly, when I type a t, a new window opens, and never the same one. I have to click on my previous window and put the curser back where I was. It happened in Win 7 and still in Win 10. How do I stop this?
I use my computer in a business. For one of our companies I have to use Internet explorer. When I go to the form I want it takes me to the edge browser for some reason and it not typeable. The other two computers in our office work just fine.
every time I double-click a folder in Windows Explorer, it opens in a new window. I know there have been problems on this in earlier versions of Windows.The ONLY time a folder opens in a new window, is when the folder is located in the PICTURES folder. On some occurrences, the folder I'm clicking is opening twice.
Another strange thing I noticed, is when I delete something. When I used to delete something, the folder would automatically update and remove the file without me needing to do anything. When I click to start some programs, I get this AFS Error Info window. After clicking OK, I then get the UAC window. Except for the extra step, nothing goes wrong--it's just annoying. Sometimes programs requiring a UAC show this AFS error, sometimes not. What this is and how to stop it?
The new Windows notifications appear over my windowed fullscreen games, especially in one game covering up the minimap. Is there a way to make it appear under them? It used to work perfect in Windows 8 and earlier, where the speech bubble notification would appear over my non-fullscreen programs, but would be hidden behind windowed fullscreen ones.
For instance: Edge downloads a program which has a setup dialog. On hitting run, the setup dialog appears on the taskbar, but Edge remains in front. Once you bring the setup screen is in focus, you don't realise that it will not respond because, again, behind Edge, another dialog has opened saying "another instance of setup is already running".
This behavior seems to happen with other error messages, and property sheets etc. which ought to be brought to front, but open in the background.
while playing video (using any software media player, movies & tv, internet explorer youtube, google chrome youtube, vlan), all other inactive windows (any other windows) turn blank and white. I have updated video drivers, did not make a difference. I have then uninstalled all video card driver and used only default windows drivers, played video with same result. Therefore, I am sure it is windows. Tonight while trying to watch the bowl games, I typically watch video and browse/study using IE/Chrome. This is pretty typical for me, but the browser windows turning black and white is getting really annoying.
When i open any sort of program, i notice that the loading circle next to the cursor blinks in and out of existence constantly, and when i try to move it, it snaps back to the original spot unless i quickly move it a little bit and let go of the button.
My windows 10 Alienware laptop randomly blue screened and its not to shocking seeing, as all our windows 10 computers seem to bluescreen like its going out of style. but I googled the error tag and proceeded to fix it. The error was a Nvidia driver outdated and I then updated.
But I realized my background changed and to my horror was the same background as my primary PC (desktop gaming rig) There are a few ways the laptop and the desktop are connected Steam Geforce etc/Im a little concerned because I'm almost positive I have never once downloaded the same wallpaper on this laptop. and why it would steal my desktops wallpaper and replace it after BSOD I dont understand.

Last, previously closed window outline remains displayed. Sometimes can 'force' it to go away by left clicking on an unused portion of desktop but not always.
Just got laptop for Christmas and has always had this problem so might be a setting.
Have looked at Advanced -> Visual Settings but didn't see any that looked like would fix (tried setting Best Performance - which turned everything off but didn't fix)
Ok so i have no clue where to ask this but i figured the answer might lie within a windows 10 shortcut so im gonna ask this here. My problem is i like to play games and have apps like twitch or pandora radio in the background of my game whilst i play, but when the action picks up i want to quick mute google chrome from within the game without have to tab out. How to set up a shortcut to mute chrome using a hotkey which can be toggled from within another window.
In Win 8.1 I had two programs that started automatically when starting my computer. After installing Win 10 only one does and I can't find how to make Windows starting the second
I searched in Settings, I searched for the name of the working program to find out in which file it is hidden to joint the second there but I don't find anything.
I have a problem where if I shut down properly, (not sleep, re-start or any other such incomplete close down) then during the night my computer will apparently attempt to start itself but it sticks with just the window icon on the screen. It is frozen at this point and I have to crash the computer before I can start it properly. I have to resort to crashing the system instead of shutting down to prevent this happening each night.
I recently decided to build my own computer, however to my horror, Windows 10 is still not working and has caused my computer to randomly cut to black screen, not turn on when the power button is pressed and to restart itself only to cut out 5-10 seconds after powering on.
I recently upgraded from Windows 8.1 to Windows 10. At first everything was working fairly smoothly; however, just recently, my startup programs are not starting up when I turn on my computer. Certain programs that are Enabled in my Startup menu are OneDrive, Google Drive, Growl, etc.
My problem is exactly as it says in the title, Cortana isn't starting up with windows 10, I can't use the speech or search functionality. The bar is still there, but I can't type anything into it, I click on the microphone icon and nothing happens, ''hey Cortana'' isn't working at all.
