When Shut Down System Screen Goes Off But Power Is Still On

I go to shut down the system screen goes off as if windows 10 has shut down but power is still to all systems fans are running all lights are on...... What the heck is going on and I've changed the power supply too.

My Dell desktop PC has been running Windows 10 since last Fall. About two weeks ago it began to have difficulty waking from sleep. Pressing the power button or a key on the keyboard causes the fan to come on and the hard drive to spin up, but the screen remains dark and in low-power mode. When I press a key the Caps Lock indicator lights up briefly.
I have to shut the PC down by a long press on the power button. When I reboot it, it starts up OK and in fact the previous set of running programs is reopened. I think this might be due to hybrid sleep: when I force a restart Windows reloads state from the hibernation file.
I've tried a couple of suggestions I found online, such as using System Restore to roll back. No improvement. Others have suggested changing the version of a device driver, such as the graphics driver, but my graphics driver is the same version it has been since installing W10.
Noticed a change in the behaviour of sleep in the last couple of weeks? I'm wondering if this is due to some update pushed by Windows Update.

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Then when I restart the system warns me that the last shutdown did not work properly and it gives me a choice to troubleshoot or restart. When I choose restart everything seems to load as normal.

Last evening as I was on my system like normal; all the sudden I got a popping sound and my system shut off. I then tried to turn it back on and it won't power back on even though I can see power is getting to the system board because there is a power and reset button on the board that are lit up. I just let it rest over night and tried again just now but it still will not power on. Does this sound like a power supply issue?

I have 2 monitors on my system. When the system comes up from power saving mode (unsure if in true sleep mode but user password is required) the task bar on the primary monitor is missing. The secondary monitor has it but not primary touch screen. I've tried various things like toggling auto hide, etc, to no avail but restarting brings it back.

I installed an application "Clone File Checker" and uninstalled that using "iObit Uninstaller" with Power Unistall" option. After that, i am not able to open Control Panel, Programs & Features, Power Options and System from the Start Menu. Clicking on each of these gives an error in the enclosed screenshots, but all of them display the error message "This file does not have an program associated with it to perform this action. Please install a program, or if one is already installed, create an association in the Defaults Program Control Panel". Only the file names are different. When I try to set the Default Applications, I do get a similar error message.
Moreover, clicking on the File Explorer from the Start Menu opens the Explorer screen, but when I pin to the Taskbar and subsequently attempt to open tit from Task Bar, I get an error message.

My computer keeps randomly restarting. and it is giving me no BSOD error at all either.
It started happening today only, and it seems to happen more when i'm gaming/my video card is under some stress.
When i go into microsoft event viewer and look at critical error messages I have
kernal power event id 41- task category 63 and driverframework 10110 event id errors.

Starting today, every once in a while my computer will shut down and show the new blue screen of death, which shows the sad face and it says how it is collecting information. However the image is always at 100%, doesnt fill my entire screen, and is pixelated. Honestly it just looks like a picture ripped off google. Which makes me think it is a virus.

I have a freshly upgraded laptop (8.1 > 10) which worked fine until now. When I try to shut down the PC, it just hangs at the blue shutting down screen and the circle keeps on spinning.
I have to hard power off the laptop by holding down the off button, but that isn't going to do the laptop any good.
What can I do to fix this? Is there anywhere that will tell me what happens when shutting down?

I have an ASUS UX303ln with a clean install of Windows 10 in UEFI boot mode. It seems that: when I turn off the computer it turns off the screen and fans, but stays on, consuming an unusual amount of energy (in about 30% of the cases it actually turns off properly)When I hibernate the computer, same thing happensWhen I put it to sleep, in about 60-75% of the cases it won't wake up, instead it will just enter this high power mode with screen off, mentioned in the first bullet point.
These issues persist, even after turning off hybrid sleep, fast startup, hibernation, changing over to CSM boot, trying to downgrade/update drivers for Intel Bluetooth (which sometimes was stopped by windows due to not being Windows 10 compatible), the Management Interface, and Intel and Nvidia drivers.

Sometimes, when I shut down or restart Windows 10 64-bit, just before the screen turns black it makes the critical stop sound effect. It does not effect anything, the whole shut down process is like 3 seconds, which I really like in Win 10.
Nevertheless it bugs me a bit, I also had this sometimes in Win 7. I'm not running any programs while shutting down, it would notify me if I did.

With Windows 8,1 I was able to sign out of my account and then put the PC to sleep (or shutdown, restart or hibernate) by selecting the option in the sign-in screen. But there is no power icon or any power options on the Windows 10 sign-in screen. I can only put the PC into sleep mode while signed in.

Today I had left my computer turned on for some time to download a torrent and then there was a power cut due which the computer had switched off. Now when I turn on the computer there is a Windows 10 logo with a loading loop(which is usual) but then appears a blue screen with a loading loop which loads for ever. Usual this loading screen did not last more than a second but now it is loading for ever. Due to this I am not able to do anything. My system was running on Windows 10 64bit which was up to date. I do not have Windows 10 CD or any other windows 10 installation media as the windows 10 ISO was stored on my PC. Though I have a Windows 7 boot-able pen drive ready, can I use it to fix this(disk check or system restore)?

When I change the power management to never turn the screen off on my desktop the setting is back to 15 minutes when the Pc is restarted. On my laptop I don't have this problem and I can't find a setting in the BIOS which can be the cause?

I m using dell inspiron 14, and upgraded to windows 10. Now my laptop keeps restarting giving me internal power error. I reached the troubleshooting part where I clicked on startup settings.when I click restart there..it restarts with blue screen without giving me safe mode option.

So, after having this problem for a few months I decided it was time i asked. Whenever I restart my pc for any reason, it just gets stuck on the black screen right before power off. Everything else still works fine, even when I update I just wait a few minutes then hard reset. But this is getting annoying especially when I have the updates that need multiple restarts because I have to sit there and watch it.

My computer was upgraded to win 10 pro 64-bit from win 7 pro using the media creation tool on a lenovo b40-30 laptop. I havent used it in two weeks. The power button lights up but nothing is on the screen. I dont think the hard drive light is on (the can symbol light.) Not even the bios shows up (the lenovo logo).
