Why Does Both Taskbar And Start Menu Stop Working Sometimes - Normal After Restart

I have been using Windows 10 for some months by now but in the past month i have been experiencing the following issue:
Sometimes when i turn my computer on i can't do anything using my taskbar (such as controling sound and viewing alerts) or my windows start menu (when i click the windows logo nothing happens). This comes back to normal once i restart the system.

I am using Windows 10, and my start menu stop working for me. I have run the following commend in Powershell.
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml"}
It fixed the problem temporally, however the problem keep coming back when each time I shut down or restart my laptop.

My laptop is LENOVO G510. It came with windows 8 single language. I upgraded to windows 8.1 single language a year ago. I updated it to windows 10 home by triggering the update. The upgrade went successfully. But the problem now is the start button, applications in the taskbar(only right click) and icons on the taskbar on the right side(time, battery, wifi etc) are not working. They work if I click them after a gap of ten minutes. But if I click them for a second time immediately, they won't work.
I got a message box showing "startmenu and cortana are not working, it will be fixed the next time you sign in". When I sign out and sign in, there is no change.

I just got a Surface Pro 4. I was having no issues, until out of the blue, the taskbar and start menu on it stopped working, and now it's an empty, glitched taskbar
I tried to restart the explorer process (which made it worse), restart the machine several times, and nothing has worked.

I know its a common problem with 10 but here is a list of my problems that occurred a few days after upgrading to windows 10.start menu isn't accessible (unless i download classic shell)task bar isn't accessible system tray isn't accessible - i can't even open the clock or volume control! edge has vanished cortana is non-existent app store is not accessible.there are various solutions out there i know - i have tried every one i could find but to no avail. these include: creating a new user - doesn't allow it.
powershell (as admin) - this command: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml"} - does nothing performing sfc /scannow - no integrity violations
removing various anti-virus and anti-spyware software packages - does nothing applying the batch file of win 10 default services - says access is denied for each item. msconfig - booted in safe mode etc Error 67758 - fixing this finds no problem detected

I upgraded to Windows 10 everything seems to run fine but system will not restart from the restart selection on the start menu. Windows update will not reboot automatically either. System looks like it is going to reboot, everything shuts down but as system trys to restart everything freezes. Only way around it is to do a hard shutdown by holding the power button. Updated graphics card,hard drive and bios but still no luck.

I originally wanted to completely disable the UAC as the admin permission messages that popped for almost any/everything i wanted to do were very annoying. I dont remember exactly what i did, but it was something in gpedit or something similar to it. After i did that my windows store app stopped working, and appeared as a blank space in my task bar as it was still pinned there. As the store wasnt working, apps related to it like the calculator disappeared from my pc. They dont appear when i search for them, and links to DL ones from the store dont work either.
I tried the guide here Apps - Reinstall and Re-register in Windows 8 and 10 - Windows 10 Forums and did step 2, but that managed to break powershell and make it disappear as well as disabling my task bar and start menu. I cant right click anything in my task bar, and can only use the start menu's right click menu.

Here's a screenshot of "Taskbar and Start Menu Properties" dialog from a fresh clean install of Windows 10 Pro x64
As you can see, despite its name, it does not have a tab for "Start Menu". I remember that Preview versions of Windows 10 had a "Start Menu" tab. Did they just remove at the last moment? And how I change Start Menu options without that tab?

I upgraded to 10 from 8.1 on Friday and everything worked great. Suddenly, on the following Monday afternoon Windows began to act up. Either at the desktop or while in a game, suddenly the start menu and Cortana will stop responding. Usually shortly thereafter Explorer will stop responding, as well.
If I hover over items on the start bar - buttons, Cortana search, pinned applications, the system tray - the item will highlight like I can interact with it. But when I click, nothing happens. The start menu won't open, Cortana won't open, applications won't start, etc.
This seems to happen between thirty and forty-five minutes after booting up. I checked the event logs for Application, Security and System; there are critical errors but after spending a few hours following up, those don't seem to be related at all. I did not drill down any further than those logs.
I've attempted the solution at the following link, without any success. [URL] / I've also attempted a system restore to the previous day when everything was still working, but again, no luck.

I've got a system here which is acting up and I'm looking for ideas of how to resolve. Specs are:
Windows 10 Home (upgraded from W8.1)
i7-3632 8GB RAM 64bit
Inspiron 17R5720 laptop
Here's the problem: Everything works fine upon boot, but then, something happens over time, and things stop working.
Start left-click not working/Start right-click works
Notification left-click not working/Notification right-click menu shows, but open action center doesn't work
Quick Launch opens and works
All icons pinned to the taskbar work including File Explorer
Cortana and search not working - can't type in box
Speaker icon left-click does not work, right-click does
This is all intermittent, and resolved with a reboot.
Something sets it off to stop working - perhaps the screensaver/lockscreen?
Fast Startup is off, hybernate off as well.

After an apparently smooth upgrade to Win 10 I realised the buttons on the taskbar don't lauch the programs anymore. Nor do the items on the start menu. The only few that work are the ones added by Win 10 such as Microsoft Edge, and inexplicably Skype and Viber.
I have detected a possible cause in the default application that opens .lnk files: there is no program associated. I have tried several ways (such as editing regedit, launching patches, etc.) to set the value to Iexplore.exe, but without success.

I was rearranging some stuff on the Start Menu and Taskbar before it started. So, basically, when I try to hover over the Taskbar, the mouse simply switches to the "loading" animation and won't let me open any pinned programs or open the Start Menu. If I try spamming the Start button on the taskbar, it opens sometimes but closes after a split second, before I can do anything. The same happens with right click menus on the desktop, they instantly disappear. The screen goes black every few seconds.
I can still open desktop programs, though they don't seem to be useful. When I open programs, they seem to be exempt from these effects, excluding the fact that most programs are automatically closed. I admittedly do not have much knowledge of computers. I tried most things that came to mind. None worked, of course. I tried doing multiple forced resets, removing the battery, made a useless attempt at resetting the normal way, I tried scanning the registry for issues with CCleaner, I tried getting towards the Control Panel via the right click menu, but it automatically closed. I also tried using Powershell but it took me like an hour just to open it and wasn't of much use either. And lastly I tried ending tasks on the Task Manager, but that just made the entire screen black, so thats great. I

Three weeks ago I upgraded from Windows 7 Ultimate to Windows 10 Pro. Everything went well and I was a happy camper until two days ago. Suddenly the start menu was gone. The icon is still there but when I click on it, it opens the start menu for a split second and then it's gone. The action center wont open either
(1) changing user accounts. But it won't let me because I cannot add another user (nothing happens).
(2) tried the powershell trick, running as admin and pasting in Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml"}
(3) a system restore. There were no restore points unfortunately.
(4) tried safe mode but still no dice.
I don't know if this has been caused by the powershell trick or that it was already there when my start menu dispappeared, but it now seems that my taskbar has become irrepsonsive (right clicking does not do anything, not even a contextual menu and the system tray icons do not respond to clicking).
To make matters worse (and I don't know whether it is related), it seems that my wifi has gone down as well. I cannot connect to the internet anymore. DNS_PROBE_FINISHED_NO_INTERNET Chrome says. Ipconfig reveals that "media is disconnected". No default gateway is specified (other devices have no problem connecting to my router).
I not looking forward to do a clean install, as this will mean that I have to first install Windows 7 again to get the free upgrade to Windows 10 (or is there another way of installing W10 without the upgrade?)

I have spent all day trying different cures for the Startup menu and task bar freeze problem to no avail. The problem does not exist in my user acct only in the wife's and she is getting upset. I did some how get it to stop locking out and forcing a restart. It's no wonder they give this away if you had the audacity to charge people for something this screwed up you could get into real trouble

W10 startmenu and some features in the taskbar (search,sound icon, wifi icon, battery icon, notification system, "search pc & web") seems to be unresponsive. not sure if it is like this for all but i tried restarting the pc numerous times and also attempted to find any after-release articles but i couldnt find any.

I upgraded to Windows 10 last night and have had nothing but problems. The biggest one is the fact that I cannot open the start menu, I had worked around it by right clicking it and then selecting what I needed from there. However now that doesn't even work.

Right click empty part of taskbar, go to "properties". I have 3 tabs. Taskbar, navigation, and toolbars. According to several sites I have read, I should also have a "start menu" tab with a "customization" button to change some things on the left side of the start menu, and also enable pinning things to the left side. This option is missing for me. Is this something that has to be enabled with a registry tweak?

On occasion when I mouse over either the start bar or the taskbar it doesn't change colour like it usually does (the little blue background it changes to for instance) and it doesn't let me click on them. As well as this, it doesn't let me click on any window that isn't the currently selected one. I've tried running SFC /scannow but it says there's no problem, as well as reinstalling windows apps with powershell.
There doesn't seem to be any noticeable way to recreate this happening reliably, it just happens completely randomly. I've found a way to fix it when it comes up, which is to run any program in administrator mode (I usually run cmd in administration mode by opening it with my keyboard and holding ctrl shift enter) and then when the message asking if I want to open it in administration mode comes up, entering yes with my keyboard. When I do this it fixes it back to normal.
