Windows Service Message - Standard Users Unable To Sign In

After logging on I get a popup message saying, "Failed to connect to a windows service. Windows couldn't connect to the Group Policy Client service. This problem prevents standard users from signing in"... How do I rectify this problem.

Every time I switch on my PC, after about 5 minutes, I get this annoying notification (see picture) from my OS asking me to turn on the security center service; please, note that, on my PC, I am judge, jury and executioner, meaning I decide what stays on and off, at least I've always been so although now, with Windows 10, this has become somehow more difficult. So, yes, I have turned off the security center service because I don't need it and I don't want it! Furthermore.
Now. I've tried disabling every possible notification I could find under the notification menu and the security center one; I've Googled for a solution but I haven't found anything: apparently, everybody loves this service.
While I'm here, is it possible to obtain system privileges in Windows 10? I've tried the old trick with the cmd task but it doesn't work anymore: the cmd windows does open and with "system" as well but it's not interactive apparently.

Is there a way to make this layout and settings for every user that signs on to a computer through our domain? Teachers do not need Cortana or any web searching through the search box. Is it possible to make these settings a default for all new users who sign on?

Not sure whether this is related to the recent upgrade (yesterday jan 28 2016), but I restarted my PC after after the upgrade, all was OK, I switched it off and went home. Today after I swithed my PC on the following appeared: "The Group Policy Client Service failed the sign-in. The universal unique identifier (UUID) type is not supported" Wow, this frightened me as hell. The logon screen reappeared and I managed to log-in on the second attempt.

I'm having the "Failed to connect to a Windows service. Windows couldn't connect to the Group Policy Client service. This problem prevents standard users from signing in" message in my laptop. It was updated from Windows 8 to 10 when we purchased it. At the beginning the laptop works well but now i'm having this message. I saw the a video and the GPC status is not running and in HKEY_LOCAL_MACHINE/SYSTEM/CURRENT CONTROL/SERVICES/GPSVC in the Image Path is netsvcs instead gpsvdGroup.
The problem is that when i went to SOFTWARE/MICROSOFT/WINDOWS NT/CURRENT VERSION/SVCHOST And then to the netsvcs I did'n t have to add it because it is already there, it was not missing. I verified Dword values and all of them have the same values as recommended in the video.

I just built a new computer and have been randomly getting this error message from time to time...and sometimes have trouble even getting the computer back to the Desktop without hitting the blue screen again....if I'm on the desktop and it happens it usually says (atikmdag.sys) at the end...sounds like a graphics card issue, however I have the latest drivers for the card (non beta)...when attempting a restart to fix and it hits blue screen right after that bit at the end is not there...here are comp. specs
Motherboard - MSI 760GMA-P34 (FX)
CPU - AMD 8320E
GPU - ASUS R7 360
RAM - Avexir Blitz 1.1 - 16gb 1866mhz (dual channel)
HDD - WD 1tb blue
Power - Corsair CX600M
OS - Windows 10 Home
I have some possible theories: The RAM may be causing issues...Avexir does not use the more common Samsung chips I don't think and has (Intel optimized) all over the packaging...I will try swapping G-Skill RAM from another comp soon to test this
Also I didn't realize at the time but the motherboard has no drivers from MSI past windows 7...could that be causing issues?...
And of course there's that ending on some of the blue screens indicating a graphics car issue...could the latest drivers for Windows 10 on a GPU be creating issues on a board with no Windows 10 drivers?

Whenever I sign in to my user account I get a blue window with a critical error message......saying Start menu and cortana aren't working ( I have cortana turns off in options anyway ) then it says we will try and fix it next time you sign in, with the only option to sign out.....this happens every time I start the PC up, but OK after signing out and in again , is it anything to do with shutup10 that I ran recently, although it's not affecting my windows 10 laptop.

In Windows 10, is there a way to download or activate the standard (old) windows photo viewer? The Windows 10 Photos app sucks for more reasons than I can say in one message. But the biggest problem is that it refuses to let me view my photos if I am not connected to the internet. I am in Ethiopia for a few weeks and internet is spotty. I take hundreds of pictures, transfer them to my Surface 3, then try to view them and it gives me an error and won't let me view any of them. Once I have an internet connection I can view them even though they are stored locally.

When ever I try to go to the useraccount etc tab in settings the box opens and just closes I get no error message or anything.
I have tried going to settings from all the places you can and it makes no difference.
I have run sfc /scannow and it does detect corrupt files but I have no way of repairing them

I've upgraded to Windows 10. I'm trying to set up Cortana (in UK) and I'm stuck with a sign in problem with MS account.
I know my MS account password but the next window asks for my previous password, which I don't remember. In fact, I didn't have to log in to my local account. I've tried several different passwords and I've tried it 'blank' but to no avail.
So, I'm stuck! I can still use my machine ok but I can't finish setting up Cortana.

Since I've updated to 1511 10586, I'm not able to click in Start Menu, click in my user name and sign out. What happens is that the menu that has to appear when you click on your username does not show anymore since I've updated to 10586 build.
It is posible to Sign out using any of the other options like alt+f4 or win key + X and Shutdow or Sign out.
why this menu is not diplayed anymore?

Trying to install irfanview.....get error message untrustworthy publisher...
researched ed how to solve this, but having no luck, have unblocked file and running as admin...
tried ed elevated command prompt and Net user administrator /active:yes
this enables the admin login and I am able to install without issue, but select for all users.

I have this message at startup of my Windows 10 that I tolerate now since... a few years : Unable to load DLL 'setup_maclook.dll': The specified module could not be found (this is a translation of my french message).
What this is about : I make my Windows updates, I scanned with malwarebytes anti-malware just today, in fact my PC is running really fine, just that there is that annoying message I hope I will resolve someday.
What I did up to now : I did some research, it seems according to bitdefender that this is related to the virus boaxxe. I don't know if I already had boaxxe, but I've already had viruses about one year ago when I was on Windows 8.1, before my upgrade on Windows 10. This is all resolved now.
Other than that, I've passed through the steps of this interesting article : [URL] ....
But I'm not ready to re-install Windows, as I did many tweaks on it to make it lighter (but just recently, so this can't be related to my problem). I did the sfc/scannow thing, I have verified all my drivers using Driverbooster.

I have a Microsoft account set up with a pin. Every time I boot my computer up, I am greeted with the login screen and my photo, with the message below it, "We are unable to connect right now. Please check your network and try again later." And it's asking for my password, not my pin. For some reason, I see my username twice on the lower left corner. One is the password log-in, the other is the pin. I can successfully log in with either. I just want to know, what is with the error message? I've got a connection, so I can't figure out why.

Due to corrupt windows files my pc is unable to start. i am able to go into the bios, but after that it will freeze on the windows logo during start up. i have made a usb windows 10 installer and tried to start the pc up using that as my hard drive (went into bios and changed it to use that as my hard drive) but it still freezes on the same screen. I even unplugged my hdd and booted up but the same thing happens so I don't believe the problem is with my hd.

I bought a new PC a few weeks ago with Window 10. Worked fine for a while and now when I switch on and type my password I get a message in the bottom right hand corner of the screen stating "Failed to connect to a Windows Service"
I googled this problem and the advice given was to run the command prompt as an administrator and type netsh>winsock reset
However, when I right click on the command prompt icon and click run as an administrator nothing happens. A few minutes later an error message pops up on the screen stating "The service did not respond to the start or control request in a timely fashion"
If I left, click on the command prompt icon the command window opens immediately.

So I've gotten fed up enough with the terrible windows search system.
I went into services.msc and disabled the windows search service; then restarted my computer.
However, "Cortana" is still listed in my task manager taking up 50mb of memory.
How do I kill Cortana?

Until yesterday everything was working fine. This night I shutdown my computer and this morning, when I started it up, I noticed the icons of my dekstop in the default location and with the default dimensions.
I repositioned them , I changed icon dimensions again but if I sign out/sign in , restart , shutdown/startup the computer , all my desktop icons go back to default position and default dimension.
