Disable Hover Popups

How to disable over popups on windows 10? When using windows 10 email and hovering over a clickable link, such as a picture, there is a huge hover popup with the entire URL. It is annoying and takes up a big part of the screen. see screenshot below.

When I'm in the main desktop and I hover over the start button for 2 seconds, the start menu appears. Is there any way to disable that?

At the urging of the popups from MS urging me to upgrade to Windows 10 ads I ran the compatibility test the results of which assured me that my computer was compatible with Windows 10. I then upgraded and started using Windows 10. I had all sorts of problems after that. I contacted the manufacturer of my system (DELL) and they told me that they were not supporting my system with drivers for Windows 10 and that I needed to pay a fee to their tech support for restoring my system back to Windows 7 for a stiff charge. The DELL tech spent hours using Remote Assist and the telephone to restore Windows 7. After restoring Windows 7 I had lost a lot of important documents and spent hours solving all sorts of remaining problems. I now have Windows 7 back and running well but I am constantly subjected to those annoying pop ups urging me to download and install the Windows 10 upgrade. How do I get rid of those?

Hardware: DELL Studio XPS 435 MT
OS: Windows Home Premium 7 SP1

OK. So I downloaded and installed Win 10. I found it to be very unstable on my laptop, freezing, going to a black screen, etc. So I rolled back to Win 7. However I now get a popup every 10-15 minutes encouraging me to move to Win 10.
I'm not ready to do that yet (again). I want to wait a few months until they have had a chance to resolve all the issues that have been found. So how do I let them know to stop the popups? I will upgrade when I am ready to do so.

With Windows 7 it was possible to change the fonts used by Windows for title bar, menus, popups, etc...
This way I could get rid of "anti-aliased" fonts such as Segoe UI that are blurry and use "aliased" fonts such as Tahoma that are sharper and much more readable for me.
That and disabling ClearType give me the right fonts display configuration.But I cannot find this fonts configuration dialog in Windows 10.
Where can I find this dialog for Windows 10 (french snapshot):

I use Google Chrome web browser and recently I have been having a couple of problems:
1. It has taken to freezing when I close a tab (not every time and always a different tab)
2. I now see ads like the attached appearing periodically in a separate popup window.
How I can identify what is causing it.

My situation: in Win7, I had the option checked to 'Activate window on mouse hover' and just upgraded to Win10, and having no delay before the window gets active.
I went into the registry and for

UserPreferenceMask the value there after the upgrade is DF 7E 07 80 12 00 00 00
I changed this to the suggested: 9F 3E 07 80 12 00 00 00 and after logging back in, on hover, the window gets active but not focused - not what I'm looking for so I have left this value at DF...

I changed the decimal value to 150 and still no delay. Even at 500, still no delay.

For some reason tooltip/hover text and some other text (often for settings) is highlighted pink. This is shown in the screenshot. I believe in previous versions of windows you could change this in "advanced apperance options" however that was removed in windows 8 and 10 (I think). I would like to change the pink highlight to the default white (no highlight).

How do I turn off the mouse auto click when it hovers over a link in a web page. I downloaded the windows 10 and it has started doing this. I can't find a thing anywhere about this issue. I have an Asus laptop and a Toshiba laptop and they are both doing this since getting the windows 10. I spend more time going back to my original page than I get to read the original page! Try shopping and reading a description. Taking a test online was challenging to say the least.

I have been having this rendering issue for more than 3 months now and it persists after several OS re-installs.
Resolving this problem is of extreme importance to me since many of the programs I rely on are affected. Reverting to an older Windows version is not an option for me.
Affected programs:
Mocha Pro 4.1.3, IDA Pro 6.8, VLC Player & qBitTorrent (all versions)overall countless new and old programs affected
How to reproduce:
I can reproduce it successfully every timeMove the mouse from one sub-menu item that expands (SS1) to another (SS2) for a few times (usually around 10 is enough)It can also happen by interacting with any other UI elements in the program (although takes a few more clicks)

Mouse stops highlighting any buttons or menu items in the whole program - if you hover over anything that's supposed to have a hover action (like these menus) - nothing will happen, as if the mouse isn't thereClicks will also only work in less than 10% of all scenarios'Ghost' menus (only the shadows of the drop-down menus are visible) will as well start appearing from some hover actionsUI of the affected program suddenly becomes very slow, laggy and choppy when the bug is triggeredEvery program effected by the bug will not exit properly no matter what and the process will stay running forever, unless closed via task managerThe only solution is to restart the program

My guess (as of 4th of January, 2016):
I think that the hovering effect of the mouse gets 'stuck' in one place (the place where the glitch initially occurs) and it stays there forever, despite the movement of the actual mouse.

I activated the ctrl alt disable login screen for Windows 10 by using this registry key from this forum.(Lock Screen - Enable or Disable in Windows 10 - Windows 10 Forums).
I downloaded and installed the key to disable only to find it didn't work so I tried to manually do it by changing the number from 0 to 1 only to find its already at 1.
I also tried going the user passwords2 to find the box to disable ctrl alt disable login is already ticked, but is greyed out meaning I can't untick the box.

I just replace my old keyboard. The problem with the new keyboard is I need to press the FN button + the function key (like volume up and down) before the function key will work. On my old keyboard the functions could be performed by only pressing the function key. There was no need to also press FN.
Is there a way to disable the FN key so I can go back to one button function key operations?

I tried Windows 10, but I would like to stay with Windows 8.1 until some crucial issues have been taken care of.
The issue is that I get a Windows 10 update pop up every time I start my tablet.
I do have automatic Windows update enabled; and would like to keep it on since I do want to receive other windows 8.1 updates.

I just upgraded to Windows 10 from 8.1 and I am disappointed to see that some of my programs are now blurry. I had encountered this problem before when I installed Windows 8.1, but somehow I was able to fix it.
I can remove the blurriness from individual programs by manually disabling dpi scaling on each program, but I would like to do this system wide.
When I try to edit the display settings through the control panel, the changes I make result in everything on the screen being too small for me to read. I can't seem to get everything right how it was when I was running Windows 8.1.
