Shut Down When Electricity Failed / Now Does Not Start

On my desktop PC, ugraded to 10 on Friday morning, been using all weekend no problems. On Monday we had a winter wonderland, was checking snow history when electricity went off momentarily. PC shut down. I had perhaps 5 wiindows open at the time.PC powered back with message that windows had not shut down properly, it would repair, said it couldn't do, and since then will only start , and say restoring your previous version of windows....over and over again.
I got on this laptop,downloaded correct 32 bit version of 10, burnt disk from iso. can boot into that disk no problems. Have run all the recovery options. Reset - no changes made. Repair startup - no can do. Restore previous - cannot do either to 10 or 7. have run out of options. Even attempting the last thing I want to do, Install, does not work.if I choose upgrade option, it tells me to remove installation disk and start nnormally which I cannot do.

If I use "Start->Power ->Shut down" when I finish a session the computer hangs shortly after next start up and I have to press and hold the "On/off" button on the CPU until it shuts down. Then when I start it up again all is Ok.
I have now resorted to pressing and holding the "On/off" button on the CPU until it shuts down at the end of each session i.e. I ignore the "Start->Power ->Shut down" feature which I am told is not a good thing to do!

I mean this happens every one or two shutdowns and startups.What happens is when I try to shutdown, Windows appears to have shutdown. Screen is not detecting anything (Because technically nothing is running) but the only difference is, my entire computer is still running. I am not sure how this is possible but I can confirm this is a Windows 10 unique problem.And now consecutively, after this 'incorrect' shutdown. When I try to boot up, when it gets to the Windows loading spinning beads screen, the computer shut's down abruptly. And I have to boot it up again. This sort of things happens every few cycles and is 100% identical to the last one.I have tried a clean windows 10 install (Formatted my SSD) and the EXACT same thing occurs.I also cannot update to the latest update as it gets to a certain percentage, around 20% and restarts with a message saying it couldn't complete the update and it is undoing changes.
All the outlined problems aren't critical and are definitely unique to my computer. Because I have Windows 10 on my other machines, and they can update and do everything just fine thus far.

And all my drivers are up-to-date (I do this sort of thing quite often)

Since the latest 'Update' a little while ago, I cannot open the Start Menu or get to the Control Panel or even Shut the PC down and I've also lost all the Sound.
Just before it all went wrong (Again!) I saw a flag about an 'Immersive Control Panel' which sounds like it could be the Problem?

After installing Windows 10? It works great, but will not turn off. I close it and it is still running and I can't get it to start back up until I remove the battery and plug it in.

I tried to reset Windows 10 after having problems with Drive C ,after going through some of the procedures a notice came up saying it couldn't reset. Now nothing comes up on the screen only the Samsung name flicks on & off. I have pressed the F4 key to no avail.

When I boot into win 10 I get a black screen that says:

When I boot to a Win 10 Install disk I select:
English, next

Advanced options
Startup Repair
It says it's Diagnosing problems
Attempting repairs
Startup Repair couldn't repair your PC.
What can I do to fix the boot up problem?

When I try to access Settings, I get the following error:

I tried the command-line suggested and right after I hit enter, I get a flash of a window popping up on my screen and then it's gone. It's so quick I can't see what it's trying to open.

Fresh built PC only about a month old. Runs amazingly but for some reason when I want to turn it off, it will not shut down and I need to hold the power button to shut it off. I'm afraid of eventually damaging components by shutting it down this way. Sometimes it works just as it should and others I have to hold the button to shut it off. Sometimes it will go to the swirly "I'm shutting down" screen but will just stay there until I hold the power button. My power button is setup so 1 press should shut it down, but when it's not going to Shutdown the power button does nothing unless I hold it to shut it off.

The laptop of my mom which has been upgraded from Windows 7 Home Premium to Windows 10 Pro won't shut down; when I choose for Shutdown it reboots itself.
Even by using the commandpromt it doesn't shut down; any solutions?

My HP simply won't shut down! I choose the "shut down" option; it appears to shut down; screen goes black; but power like and wifi light stay on! I have to press the power button to shut down entirely - as it used to, properly before the windows 10 upgrade. Feel like moving to Apple Mac!

My laptop pc with Windows 10 Pro has decided that when given the order to shut down it will do so, but then after 5 seconds or perhaps up to 15 minutes later it will reboot. Something is telling it to restart.
I have already done this to try to stop it: In the elevated command prompt, copy and paste the command below, and press Enter.

If I Restart to switch between operating systems, I get the Legacy boot menu every time. However, after I Shut Down and then power on the system again, I get the Metro boot menu. The Metro boot menu is butt ugly and also causes a second POST cycle when I switch to Ubuntu.
How to correct this behavior? I find that if I Shut Down from Ubuntu, I get the Legacy boot menu after power on. It is only when I Shut Down from Windows that I get the Metro boot menu.

So second time on 10. I shut down my computer, and when I start it a couple days later, all my preferences are gone. All my work from home log in and service programs...gone! Documents off inn la la land somewhere. It looks like it re-installs 10 for the very first time with Coronia, Edge, etc and more junk. Need to finding my documents and stopping this from happening after a simple shut down for a few days!!! Can I un-install 10 and go back to 8 without loosing anything?

I recently installed windows 10 in my computer, but i got a problem : my computer does not fully shutdown when i click the shut down button in the start menu, it just closes apps, screen turns black, but the pc is still on and i can say this because keyboards lights are still on (power one, wifi one) and i am forced to press the power button for 5 seconds to force a shutdown and then turn it on again. I searched on internet some solutions and the most common problem seems related to the fast startup feature.

When I first recieved my laptop, it was running Windows 7. I did the Windows 10 update, but found the boot time to be slow, so I installed Windows 10 from scratch (well, kind of. I left my Linux partitions [Which I installed long after I got the laptop but before the Windows 10 update] untouched). That's when I first noticed the problem: Whenever I tried to shut the laptop down, it would go through the motions, and then I would be stuck with the laptop monitor turn off but the laptop still running. I can't use fast boot or hibernate at all unless I cancel it out by taking out the power and battery and hold the power button for a minute.

I recently had an update on my windows 10, on 3/14/16, and after that my laptop would not shut down, it will either stay on the shut down screen, or the screen turn off, but the laptop will be on, as well as the fan. I have tried different things to fix this but it won't work.

Since upgrading to Windows 10 Pro, I remain perplexed about this one issue that is plaguing my system:
Almost every shut down is reported in the Windows 10 Reliability Monitor as the computer was not shut down properly. This happens on both shut downs and restarts using the Start - Power options. The only time this appears not to happen is after a restart after installing updates.
I first saw this after an upgrade install over Windows 7 Pro. I then installed clean using a USB ISO and I ended up with the same thing. I then installed from a Microsoft original Windows 10 Pro DVD and again, ended up with the same thing.
This happens before I install any software at all, including antivirus. The system appears to run fine and there is no error message on the next boot to say that the system was not shut down properly. It is only apparent when checking the Reliability Monitor. It currently has so many failed shut down reports that it is tracking around 1 on the graph since day one.
I ran sfc /scannow and there are no integrity violations. My Device Manager shows no problems. Msconfig shows the system is set to Normal Boot.
I did not use the Mother board CD to install drivers as many of them are outdated and probably incompatible with Windows 10 anyway. I installed the most current drivers on the Asus website. I have the most current driver for my graphics card off the Nvidia website. Same with my Logitech G110 keyboard and R.A.T.5 mouse - the only other items plugged into the PC. I do have the Corsair H100i CPU cooler attached also but I don't think that requires a driver? Anyway, I did install the Corsair Link software and it also made no difference.
I am thinking that this is a hardware issue related to a missing or incompatible driver for the motherboard which is an Asus Hero Maximus VI [ROG]. It can't be a fault with Windows after three install's from different media. It can't be a fault with any software on my system as it happens on a brand new install of Windows.

Recently I started having a problem where after my computer is on for awhile, nothing that operates in the Metro UI will open or function at all. This includes the Start menu, any Windows 10 apps including Settings, Task View, the alt-tab interface, etc. I also cannot log out or restart or shut down, I can get to the options from Ctrl+Alt+Del but it just gets stuck on logging out and I have to do a hard reset.

I have noticed this problem come up on my Dell 7537 (Check out my profile for details) when I close the lid to put the computer to sleep, the HDD light turns off, but the fan continues to run, even after several hours. When I open the lid back up, it is just a black screen where I have to hold the power button to do a hard reset. The same thing happens with initiating a shutdown sequence, although that one only does it some of the time.
